About the Program

Applications for the 2025 program year are available now through April 14, 2025.

Utility Assistance, also known as the Energy Assistance Program or EAP, helps pay a portion of winter heating bills for households in Allen, DeKalb, LaGrange, Noble, Steuben, and Whitley Counties. EAP provides a one-time annual benefit that can assist with the high cost of home energy.

Important things to know when applying:

  • If your credit balance on your utility bill is $250 for regulated or $500 for Bulk Fuel, you will not be eligible. DO NOT submit your application until it is below that amount.
  • It is your responsibility to continue paying your bill until you see the payment on your utility bill.
  • If your utility has been disconnected or is scheduled for disconnection, or if you are low or out of a prepaid, bulk deliverable fuel, please complete and submit an application as soon as possible.
  • The EAP program is seasonal. If you are up for disconnect outside of the program dates, please reach out to your utility company, 2-1-1, and your township trustee. We will not be able to prevent disconnections or call in pledges outside the program dates.

Are you unable to heat your home because your heating source is broken?

If you have an inoperable heating source and you qualify for Utility Assistance, Brightpoint may be able to help through our Emergency Repair and Replace program. If repairs or replacement are needed, we hire independent contractors to make the repairs and/or replace the heating unit at no cost to eligible clients. You must have an inoperable heat source, be a homeowner approved for the utility assistance program, and one person in the household must meet one of the following vulnerable population categories: elderly, disabled, children aged 5 or under, or be a veteran. Please complete the Utility Assistance application below and indicate in the appropriate field that your heating source is not working.
